COSHH Assessment — Chlorine (Cl₂ — Toxic Compressed Gas)

This pre-completed COSHH assessment covers chlorine gas (Cl₂) — a dense, greenish-yellow toxic gas with a pungent suffocating odour, stored as a liquefied compressed gas in cylinders. Chlorine is a strong oxidising agent used in water treatment, disinfection and chemical manufacturing. Only trained and authorised personnel should handle chlorine; SCBA must be available for emergency response.

What Does This COSHH Assessment Cover?

The assessment is fully completed and ready to use, covering all sections required for a complete hazardous substance risk assessment:

  • Substance identification — trade name (Chlorine gas / Cl₂), chemical name and physical state (greenish-yellow gas; 2.5× heavier than air; accumulates in low-lying areas; strong oxidiser)
  • Health effects and first aid — inhalation causing coughing and choking at low levels, severe respiratory distress and pulmonary oedema at moderate levels, rapid death at high concentrations; emergency first aid including immediate removal and 999 call; specific response for skin and eye contact
  • Immediately dangerous to life — SCBA required — chlorine is immediately dangerous at high concentrations; fixed gas monitors with audible alarms are essential; never enter a chlorine-contaminated area without SCBA
  • Workplace exposure limits — TWA 0.5 ppm over 8 hours; STEL 1 ppm over 15 minutes, from workplace exposure limits guidance
  • CLP hazard classification — Toxic, Oxidising and Environmental pictograms
  • PPE requirements — full face shield with chemical goggles; SCBA for emergency response; chlorine-specific cartridge respirator for low-concentration routine work; PVC or neoprene gloves
  • Emergency procedures — immediate evacuation; contact emergency services; stop release at source only if safe; never use near flammable materials

Who Is This COSHH Assessment For?

This assessment is suitable for any workplace where chlorine gas is used or stored, including:

  • Water treatment and distribution facilities
  • Swimming pool and leisure facility operators
  • Chemical manufacturing and processing plants
  • Food and beverage disinfection operations
